2025 Adoption Credit Carryforward Refunds and 2026 Worksheet
For tax year 2025 only, eligible unused adoption credits from 2020-2024 may increase the refundable adoption credit, within the $5,000 limit for each eligible child. The IRS makes the adjustment using return and account records. This is not a new instruction to override Form 8839, amend solely to request the adjustment, or claim the same carryforward again in 2026.
What the October 16 announcement changes
The announcement addresses credit already carried into 2025, rather than raising the general maximum for a new adoption. An unused credit has a different role from qualified adoption expenses: the expenses supported an earlier credit calculation, while the carryforward records credit that remained available afterward. Do not enter that unused credit as though it were new spending or subtract it as a credit already used.
The ordinary current-year calculator and the IRS adjustment answer different questions. The former estimates current-year credit from eligible expenses, the per-child ceiling and MAGI. The latter can change refundable and related adoption-credit amounts on a 2025 account. A positive figure in either calculation does not establish the amount of a bank deposit, since payments, balances, other credits and offsets remain separate.
Keep the five-year history and each child separate
The IRS identifies 2020 through 2024 as the possible carryforward origin years available for use in 2025. Earlier origins have expired. Use the remaining amount from the appropriate worksheet, not the amount originally generated if some has already been used. When credits come from several years, the worksheet consumes the oldest amounts first.
The $5,000 refundable ceiling applies to each eligible child, not each old credit year. A child with credits from three years does not receive three separate ceilings. Conversely, a multi-child return needs child-specific records; a pooled account notice cannot safely be divided without supporting detail. The site's reconciliation requires amounts belonging to one child and a verified credit increase.
File the return as issued; review the notice separately
The IRS FAQs specifically say that the 2025 forms and instructions will not be rewritten for this systemic adjustment. Complete Form 8839 as issued and follow the software's filing instructions. Do not move carryforwards onto an inappropriate refundable line to force the result. The October interpretation and the existing form therefore need to be read together rather than treating the unchanged form as proof that the announcement has no effect.
An otherwise eligible account generally does not need an amended return solely to request this adjustment. Missing carryforward information, a wrong filing status, other incorrect items or a disagreement with the adjustment are different situations that may require a correction. Returns filed under extension and accounts with unresolved identity or dependency issues can be reviewed later. A notice or transcript is stronger evidence of an actual adjustment than a headline maximum.
Correct the carryforward before preparing 2026
IRS FAQ G7 directs taxpayers to adjust the line-18 carryforward worksheet by adding the increase in refundable adoption credit to the filed-return amount used for worksheet line 8. The increase means the credit adjustment itself, not the notice's total refund, interest, offset or revised balance. Reusing a balance already reduced by that same adjustment would subtract it twice.
The reconciliation applies this combined usage oldest first. Any unconsumed 2020 credit expires after 2025; qualifying later balances retain their original remaining lives. The output is a corrected nonrefundable balance for 2026, not a second refundable credit. Keep the original return, the notice and the corrected worksheet together so a later preparer can trace the change.
| Item | Amount |
|---|---|
| 2024 unused credit available entering 2025 | $5,000 |
| 2025 current nonrefundable credit / nonrefundable credit used | $0 / $0 |
| Original refundable credit for this child | $2,000 |
| IRS-confirmed increase in refundable credit | $3,000 |
| Total refundable credit / remaining 2024 carryforward | $5,000 / $2,000 |
What the result cannot determine
The example does not predict which accounts the IRS can adjust automatically, determine allowable adoption expenses, or calculate interactions with every other credit. An estimated-tax penalty is also separate: the FAQs state that it is not automatically recomputed because of this adoption adjustment. Follow the penalty notice's procedures when requesting review, and distinguish that request from a duplicate request for the credit adjustment.
Use the notice-based calculator only after identifying the correct amounts. If a notice combines children, amended returns, additional current-year credits or other account changes that cannot be separated, the records need a fuller review. A numerical carryforward worksheet cannot resolve an uncertain factual allocation.

Frequently asked questions
Will everyone receive $5,000?
No. That is the per-child refundable ceiling for 2025, not a promised additional refund. Existing refundable credit uses the same ceiling, and the actual account outcome can be a refund, a reduced balance or no cash change.
Should I override Form 8839 or file an amended return solely for this adjustment?
No. The IRS directs taxpayers to complete the issued form normally and generally makes the eligible adjustment systemically. Correcting other errors or missing information is a separate question.
Can a remaining carryforward be refundable again in 2026?
No. The announcement's carryforward treatment is a 2025-only exception. Use corrected balances with the 2026 forms and retain the original expiration year.
Which number from the notice belongs in the reconciliation?
The increase in refundable adoption credit for the same child. Do not substitute the cash refund, interest payment, offset, or final balance due.
