2027 Social Security Earnings Limits, Work Credits and COLA
SSA's published 2027 retirement earnings limit is $25,560 for someone below full retirement age all year. In the year full retirement age is reached, the limit is $67,920 for earnings before that month. One work credit requires $1,970 of covered earnings, with a maximum of four credits per year. These figures do not change the income thresholds for taxing Social Security benefits.
Working before full retirement age
For someone under full retirement age throughout 2027, SSA withholds $1 of benefits for each $2 of earnings above $25,560 under the annual test. For example, $30,000 of countable earnings exceeds that limit by $4,440; the basic annual calculation gives $2,220 of withholding, subject to the benefits available and any applicable special rule. This is benefit withholding, not a $2,220 federal income-tax bill.
Check which earnings SSA counts rather than using total adjusted gross income. Wages and net self-employment earnings can matter differently from retirement distributions or investment income. A first retirement year can also involve a special monthly rule. Do not divide the annual limit by twelve and apply the result as a universal monthly earnings allowance. Report changes to SSA and use its determination for actual payment timing.
The year full retirement age is reached
The higher 2027 limit is $67,920, with $1 withheld for each $3 of excess earnings. Only earnings before the month full retirement age is attained enter this test. Beginning with that month, the retirement earnings test no longer limits benefits. Someone who reaches full retirement age during 2027 therefore needs the relevant pre-birthday-month earnings, not an undifferentiated full-year salary.
For an illustrative $70,920 earned before that month, the excess is $3,000 and the basic withholding calculation is $1,000. Earnings after the applicable month do not belong in that comparison. Withheld benefits are not simply a permanent tax: SSA adjusts the benefit at full retirement age to account for months withheld. The calculation here illustrates the annual rule rather than predicting a particular month's deposit.
Work credits measure covered earnings, not calendar quarters
In 2027, $1,970 of covered earnings earns one Social Security credit. Four credits require $7,880, calculated as four times $1,970. No more than four can be earned in one year even with a much higher salary. Although the legal term is quarter of coverage, the modern earnings-based rule does not require earning that amount in four separate calendar quarters.
A credit records progress toward insured status; it is not a $1,970 benefit payment, deduction or deposit into a personal account. Earning four credits for one year alone does not establish every retirement, disability or survivor benefit entitlement. Check the earnings record and the requirements for the particular benefit. Missing or misreported covered earnings should be reconciled with payroll and SSA records before relying on a planning total.
Keep taxes and the COLA separate
The $192,300 wage base applies to Social Security payroll tax, not Medicare's general wage tax. The 3.6% benefit COLA changes gross benefits; the actual notice and deductions determine net cash. Neither update raises the federal provisional-income thresholds for taxing benefits. A higher gross benefit can affect a tax estimate without any change to those thresholds.
Use the Social Security tax calculator for the taxable portion of benefits, entering the expected annual gross amount rather than the after-Medicare deposit. It does not calculate retirement earnings-test withholding or award work credits. For a household budget, keep the gross award, any SSA withholding, Medicare deductions and estimated income tax on separate lines. That makes it possible to reconcile a changed bank deposit without assuming every reduction is a tax.

Frequently asked questions
How much can I earn while collecting Social Security in 2027?
The annual earnings-test limit is $25,560 when below full retirement age all year. The FRA-year limit is $67,920 for earnings before the FRA month. From that month onward, the retirement earnings test does not apply.
How much earns four work credits in 2027?
$7,880 of covered earnings, based on $1,970 per credit and a four-credit annual maximum. The earnings need not occur in four separate quarters.
Does the earnings limit determine how much of my benefits is taxable?
No. SSA's earnings test determines benefit withholding before full retirement age. Federal benefit taxation uses separate provisional-income and filing-status rules.
Does the 3.6% COLA increase my tax thresholds or guarantee my net deposit?
No. The COLA concerns gross benefits, not indexed federal benefit-tax thresholds. Medicare deductions and other adjustments can change the net payment.
